There's still a limitation to prevent people from rapidly giving the same person tons of Rep, but at least this way you can still give more than 10 total over longer periods of time. I know it's still a little restrictive, as people can have multiple contributions that you might want to Rep in a week, but now there's a lot more regulars that can reward those contributions if they see them instead of so many people being capped.
