Sinking guides that don't update themselves isn't really any different from rewarding guides that do, is it? We're rewarding you for updating your guide, by not sinking it :)
I wrote a big blurb but, really we would likely just use the "last publish time" to do something like... Hide or fade guides that haven't been updated within two patches, or something like that. There's not really anywhere to "bump" a guide on the site except maybe the "last edit time" option on the guide browser.
The guide reset feature, as discussed previously, would have limitations. We have gone over those issues, and we can implement restrictions such as one reset per month, and/or a life-time limitation on resets. It would be available for special circumstances, not for frequent use. Maybe we have done major updates to the site and you want to try again utilizing the new features. Maybe you have done major updates through various patches or after learning a lot, and you want a clean slate.

I vote for once every X months. Having a time limit seems like the best choice for those who makes big updates to many of their builds.

I also agree...but maybe it should be one update per patch since it is possible to have two large changes to a characters mechanics or ratios in two consecutive patches causing an issue if they are both withing the X month limit.
Another solution is that Matt organizes some form of board (or automated system) that reviews updates to guides to verify that they are legitimate and not just a "bump" to increase their rating. This would promote good maintenance of guides as those would be recognized for hard work, but those who spam could in turn be warned over attempting to abuse the system and the updates not posted.
I am sure that you could find a group of vets who are willing to serve on the board for the greater good.

The problem with the board, which has been suggested before, is that it limits votes on these sites to being representative of only a select group of "elite" members. First off, this implies that these members are fundamentally better at the game than the rest of the community, which is false. But most importantly, it doesn't accurately give a build the rating it deserves based on the community, which is what is most important in a site like MOBAFire. A score has to be representative of the common opinion.

The board would not be there to vote...that would obviously remain in the hand of us poor unremarkable members. The ONLY purpose of the board would be to verify that updates to guides are dramatic enough to warrant a refresh and therefore a very slight increase in their maintenance rating.

I'm confused. What is all this refresh business? :x
I get what Matt is saying, but what exactly do you guys mean with a time limit? O_O
