I have seen sites that they recommend skins for x champs because the animations and certain details are better and give an advantage over other skins, does this happen with Annie?
What composition would be better to go full damage?

If I wasn't taking (CDR +1-10%) which I doubt most people do, I would choose:
• +9 Adaptive force
• +9 Adaptive force
• +8 MR (Against burst AP champ or high AP team) / +6 Armour (Against AD champ) / +15-90 HP (Go to choice)

Annie is a 'burst' champion which means that she will usually unload all of her abilities in one go. Once this has happened, it's pretty much time to GTFO. Because of this I prefer Thunderlord's Decree as it synergizes better with Annie's kit.
In order to proc the damage effect of Deathfire Touch you need to land abilities regularly. This can be difficult due to Annie being a short-range mage as she can struggle a lot at harassing an enemy.
I think Deathfire Touch is better to choose on champions like Brand, Anivia, Swain, Cassiopeia, Varus, Malzahar etc... Champions that deal DoT (Damage over Time) - as opposed to a champion like Annie that deals her damage in short/quick bursts.
