Keep an eye on the enemy team composition and items to decide whether to build to solo-kill people with burst damage or provide more utility for your team to take them down. Pick up
Okay onto Rylai's. The buff in 8.4 certainly helps, but I actually had this item in the cheatsheet before that.
These changes aside, the main reason I shifted my build focus on Elise slightly away from burst towards this Rylai's+Liandry's combo is because I feel she simply falls off too quickly compared to other junglers in terms of pure damage and kill potential. Rylai's+Liandry's scales better because it offers a mix of utility (you can constantly slow people) and scaling damage (%hp damage is good throughout the game).
You can still have a really strong early game and get solo kills, but once teams start grouping, I feel this build is the most effective at contributing reliably in team fights. Without Liandry's, you're much more reliant on just your stun from

I'll still be playtesting the 8.4 changes (and future changes) and you'll probably see a few things change to my guides in the future, especially my Elise and Evelynn guides. For now, this is what I feel works best. Hope that helps.

I do agree with the item build proposed here, especially with the inclusion of a Protobelt.
If anyone could benefit from a little extra utility it's definitely Elise.
How many times does a champ JUST BARELY get out of drop range with Rappel?
Too many. Get a Protobelt and keep enemies from getting off with 1hp when you get too close to turret with rappel. An amazing item on an incredible champ.
I do believe instead of Abyssal, in place of this if you're not in need of Magic Penetration, you could opt to fixate on a last-item Zeke's Convergence which allows you to have some very incredible resistance coupled with team utility. Great for use in team-fights.

Yes, I do understand many newer players *will* opt to drop on the ground and then target which wastes many kills.
