Abilities:


Passive:
Electrical Rush:
When Hydrogion is struck below 25% health, the electrical currents in his veins gives him adrenaline, increasing his movement speed by 20%.

QWE:
Q: Soaked Charge:
Hydrogion throws a mix of water and electrical charge upon the opponent, soaking them, and shocking their entire body, stunning them for 1 second and dealing 70 / 120 / 180 / 230 / 310 (+50% of ability power) magic damage to a single target.

Cooldown: 12 / 11 / 10 / 9 / 8

W: Electrical Wave:
Hydrogion lets out a small wave of water in a circle around him slowing enemies in it by 25%, and after a 1 second delay, he electrically charges the water damaging enemies in contact with the water for 90 / 150 / 210 / 270 / 330 (+55% of ability power) magic damage.

Cooldown: 20 / 19 / 18 / 17 / 16

E: Strenght of the Lightning:
Hydrogion grants him or his ally the Strenght of the Lightning, increasing their attacks damage by 15 / 17.5 / 20 / 22.5 / 25 % however also decreasing their defenses 25%. The buff lasts for 5 seconds.

Cooldown: 15

Ultimate:
Tidal Wave of Thunder:
Hydrogion summons a huge gigantic wave, charged with thunder from the sky, that rushes over a huge area in front of him, damaging all enemy champions that get hit for 300 / 450 / 600 (+40% of ability power) magic damage, also slowing them by 50% for 2 seconds.

Cooldown: 140

So basically, I got struck with inspiration this morning, and finished the idea during school, and umm. Let's just say I'd like som feedback, as I'm thinking of giving him walking comments, taunt and a joke and find a picture, where I will afterwards post it to LeagueofLegends.com, hoping for people to like it there, as well :P
So yeah, any adjustments, or anything that's completely out of bounds and OP? Please tell me ^_^

duration? and defense decrease might work, but HALF?

Well, basically, I suppose that skill is to help the melee dps'ers / nukers on his team. I admit I forgot about the duration though. I think I'll lower the defense-drop to 25%, considering the fact that, misplacing it on a tank and taking away half their defenses would be an epic failure xD

Cooldown on Q seems too short. Up to 800-1100 damage every 6-7 seconds endgame with a stun is insane.

I tend to make my champions underpowered though, so maybe it's just me.

Looking at some other champs, I see what you mean. I have lowered the AP damage increase to 50%.

You should either drop the buff timer to equal the cd timer and maybe go to 20 sec for buff/cd
