I don't pay attention to Riot's recommended items so I wasn't aware that they're the same as what I've recommended, but even if that's the case it doesn't matter, I wanted to write a guide for Teemo and that involves detailing all the correct runes and item choices, regardless of how "obvious" you think they are.
A guide isn't simply the items and runes you see when you open it.
There's also an explanation with the items and why to build them, that's not something you see in the recommended items section in game. ;)
You can also learn a lot by reading about the game-play in and out of lane, specific match-ups. :)
So you should look more at the entire content instead of on what you see at the first look.
It was fun to owe everyone, I tried it on ARAM and it was amazing!
I wouldn't expect much.
And you would know this as a plat 3 player, would you? Lower Elo players often have misconceptions about high Elo. Giving away the general direction of your location is really not a big deal 99% of the time. It's mainly a problem when you're stealthed with enemies nearby, then someone steps on a shroom and they see Aery go back to you. That's a weakness, but Aery more than makes up for it by being so oppressive in lane.
And winrates also prove that it's far better than the alternative of

i respect your side as well but from the testing i've done on my side it just dosen't seem as effective since you can't really seem to be able to harass under turret when running aery when im running comet i can comfortably harass the enemy while they are under the turret and the burst of damage makes it easier that an damage over time effect since they cant out-heal the damage they have to take it upfront as well as this most top laners facing teemo would end up rushing spectres cowl which would reduce teemos damage from aery as well as allow the enemy champion to heal more unless you keep on harassing

Opinions can be mistaken, winrates with a large enough sample size aren't.
Why wouldn't you be able to? You get tower aggro from
1. Whether the damage is DoT or burst makes no difference in harass situations, it only matters in life or death situations where you want your damage to come out ASAP to kill the enemy before they have a chance to heal or kill you. If you're just harassing then they're going to heal no matter what, whether you do the damage now, or later. If you deal 80 DoT and they heal 20 HP over time, that's still 80 damage dealt and 20 damage healed. If you deal 80 damage instantly and they heal 20 HP over time, that's still 80 damage dealt and 20 damage healed. The time it takes to deal that damage is of 0 significance unless the lateness of the damage is going to get you killed.
2. That being said,

if you would use teemos q under tower then you would proc aery which hits over time which makes the tower focus you even after the damage of q has been processed from a teemo who is super aggressive even when enemy is under tower i just don't like the use of aery and i guess thats a personal standpoint even the vote is a personal standpoint and personally in terms of build focus in OCE (not sure if meta is different in other regions) theres a heavy tank meta focusing on maximizing MR and armor which dosen't allow for shrooms to do as much damage as they used to compared to s3 before they nerfed the shroom damage by 25% as a fellow guide writer i respect your view of this build but i just don't see it working within my playstyle focus

Nothing about the tooltip or the visual of the keystone indicates it's a DoT. It hits once and that's it, even Comet acts more like a DoT than Aery does because the damage is so delayed (when it even hits).
Not to mention that even if it was a DoT, that wouldn't change anything since
