I made some minor edits to bring the guide, but I'll do a more flushed out update later. The botlane meta is just weird right now.
Minor rune reorganization for the Inspiration tree. We're probably still in League of Stopwatches though.
Finally added W maxing notes to the guide body.
Changed recommended runes from resolve to inspiration. (I'm not jumping on the stopwatch bandwagon, mostly because I keep not actually needing/using it. Perhaps I just need more practice.)
Matchups and warding are still in the works. Sorry for the delay, but semester started and I'm getting swamped already.

1/25/2017 Patch 8.2 Updates (a.k.a. rip my active items cdr)
Expect a detailed supports matchup up soon! Formatting it is taking a bit longer than expected.
There's a mistake in your levelling sequence - you can't max out a spell by level 8. In the current bot lane meta, it's also not a good idea to get Q so late, especially into melee supports who are going to oneshot you if you fail to disengage. Always take it at level 2 into Leona, Shen, Alistar, etc. Right now there's actually more merit in maxing W than E, or at leadt 3 pts W > E max into tank supports (it's also best to start W). You're also wrong about Ignite - there's actually very little reason not to take it on supports right now.
Control ward start is really bad because you lose out on 2 potions and you don't need it that early. Trinket ward is enough, and having sufficient game knowledge of where the enemy jungler should be at that point in time is enough to protect you from ganks. Default masteries should be Sorcery + Inspiration/Resolve (both work). There is -some- merit in going Dom second but the other two outweigh that by far.
Edit: Oops, I kind of wrote a lot without intending to.
1) Grail
You're right, it's not really interchangeable like I first thought. I used to build chalice for early defense and decide whether to build into Mikael's or Grail later, but Redemption is too strong to not rush in the case of no ardent.
2) Skill ordering
Wow I really need to update some of this. Thank you for pointing it out. I (nearly) always get W first now, followed by a point in Q, and then either a point in W or E depending on the lane.
Maxing W is very popular right now, though I don't think it's the best choice. Usually, 2-3 points into W then maxing E (as you noted) is better because W falls off very quickly as soon as laning ends.
3) Ignite
tldr: Ignite is great for some players, I'm just not confident enough to run it every game and like exhaust more.
I personally don't like ignite on Janna unless it's against a heal-heavy lane like Nami or Soraka. In that case, ignite all the way. I find that I end up being the only exhaust on the team, and much of the time, that exhaust is crucial for later team fights. Even for just 2v2s botlane, the ignite can finish up a kill and likely burn a heal, but I think it's more useful to exhaust the enemy adc instead.
4) Control ward start
Also haven't done this in a while, since I always fo support item + refillable now, but when I was climbing from silver to gold, it was so helpful for the midlaner, and I was confident I didn't need the extra sustain. Sometimes the extra ward can really help. It's a situational start, and is a pretty selfless choice. Also, yes I now have enough game knowledge to guess where the enemy jungler should be (probably should add a section on that too actually), but as a newer player it was very difficult to keep everything in mind, so the extra vision was so helpful.
5) Runes
Oh definitely. The default masteries are sorcery + insp/resolve. I run them a lot too. That's why I have the resolve secondary as the recommended runes on top. I just use active items very heavily, and I value vision very highly, so zombie ward is my absolute favorite rune right now. Some games I have Redemption, Locket, Mikael's and Frost Queens in my full build. Most games I have at least 2 active items, and I like ruby sightstone (rip that, I'm so sad that's going away I will miss support actives so much). That's why I have domination as my goto runes. Perhaps I should clarify that and state that it's just my personal preference.
