Depends on the lane. Solo lane I feel that double up is soooo easy to harass with but in a dual lane I'd max E. Solo lane I max Q then E with 1 point in W early on. Dual lane I max E then W with one point in Q early on. I think it's an alright skill order.

I think that considering I go Doran's blade first, The second bounce (making sure that the second bounce is going to hit the enemy no matter what, I'm pretty good at this) does do more damage than a full "channel" of make it rain. Last hit bounce to enemy laner can do some serious damage but I think over time, having the CC is a lot more reliable. I think that in terms of reliability, Make it rain is more reliable, but I'd personally rather go Double Up in a solo lane.
Duo lane I stand by maxing E first.

This. With every champ I play, I generally start by going into a lane and waiting to see who I'm about to fight. Realistically you have time to do this, I mean, are you expecting to walk into your lane then just mash out whatever skill you have?
Also - if a level 1 fight is going to happen at your jungle it's good to take whatever would help most there, so I wait to see if that's going to happen too. :/
^I agree. I don't choose a skill until I know who I'm vsing/who I'm laning with/what my laning partner got first. For example, say I'm playing Sion and my laning partner got a heavy dps ability first I'm going to grab my stun at lvl 1 so they can harass and possibly get first blood. If my partner got a stun, I'm going to grab the ability that gives me AD so I can start stacking that hp. It's all situational. If you know you can't get into melee range to harass as Yi, grab Alpha Strike and spam that.. All situational.
Strangely enough I level up Impure shots first a lot because I find it very easy to FB with MF, although that may be because I can never seem to land that double up. Even when its perfectly placed it bounces 90 degrees to the right to hit another creep *-_-

90% of all Miss Fortunes I see max Double Up first. Personally I think maxing Make It Rain is more useful, since it does the most damage early game at level 9, it's easier to land, and it makes a gank more reliable because of the slow. If I were to build MF, I'd probably end up doing something like E-Q-W-E-E-R, then maxing E first, then skilling Q and W evenly.
How do you build her, and what are your opinions on Q vs. E?
