Um, hey all. I'm a newer member and was wondering if these skin giveaways included the champion? The only skins I've ever bought on League were via the holiday and event shops, and they also included the champion as well for a slightly higher amount if I didn't already own them. So, if I were to get chosen and not own a champion, would getting the skin this way also gift me the champion?

No. You need to own the champion otherwise they can't give it to you.
