Secondly, I'm not super experienced, but you say Heal is the standard summoner on most mages, why is that? I've never run heal on Viktor ever.
Thirdly, Is splitpush Viktor with Teleport viable in any matchups? If so, which ones?
Viktor can splitpush in the sidelane yes but you mostly want to be grouped with your team because he's a 5v5 champion with insane teamfighting and waveclear. Whether you splitpush or not heavily depends on the state of the game and both teamcomps. If you have Teleport then you should be looking to farm in the sidelanes yes.
1. He needs time to scale, so you rely on your team not running it down in the early game.
2. He's a late game monster but he's not Kassadin with less than 1 second CD on mini Flash, so you still have to stick to your team to not get caught out.
So he's team reliant early game and a 1v9 machine late game.

Summon Aery + Nullifying Orb + Transcendence + Scorch. In the secondary page i have Inspiration with Biscuit Delivery + Time Warp Tonic. Starting item is Corrupting Potion.
This strat is basically to smack the **** out of her in the laning phase and constantly poke her down because that's the only way you can win against her early. Also get Mercury's Treads asap, typically after your hex cores. I haven't lost lane to a single LeBlanc yet with this strat.
Against Syndra you also rush Mercury's Treads and use the normal page i provided. What you have to watch out for, is her stun, and most of the time you can bait it out by intentionally walking into stun-range and then sidestepping. Once it's on cooldown, you have more opportunities to farm/shoving wave/harrassing her etc.
