I suggest Rylai's crystal sceptre over Lich bane, since Veigar IS very very fragile and is not the chasing type. But if you are dominating (hard to if you get aimed, which you should be), lich bane would do better.

Overall, i like the build. I like your unusual selection of runes, they add a different flavor to the build and I entirely agree that the minimal loss of AP is almost unnoticable even at mid-game. HOWEVER, my one gripe with it is that you completely dismiss DFG as an item. It is not a matter of DFG vs. Lich Bane, as I've had games (rather long ones, of course) that allowed me to get both. DFG fills a spot in your lineup that is otherwise a bit weak- pure tanks. At lvl 18, some characters have obscenely high HP and are hard to take down regardless of your AP. Of course, you will EVENTUALLY grow strong enough to kill them, but outside of a 2 hour match it is unlikely. In the game I am thinking of, i had about 1100 AP near the end. One of their tanks (i forget who) was stacked so hard with HP that the other 4 players combined barely could kill him. Even hitting with the full combo was not enough. HOWEVER, DFG deals 35% of health +3.5% x AP/100 which at this point was 73.5% health. That's a percent. Doesn't matter how much health they have, it will wreck them. In fact, in that situation, despite overcoming all 4 of my teammates, i killed him with 1 hit from DFG and 1 ult. Tank problem solved. Just an alternate way of looking at it. Oh, and i generally replace the Hourglass with DFG... the loss of the extra attack and tank-killing isn't worth the seldom-useful ability of the Hourglass.

Most useful guide on this site for this champion. But I dislike good hands and awareness in mastery cuz +4% m5 is really better and +5% mana also more useful cuz we use archangel for AP boost. And if you have problems with mejai will be better finish archangel before deathcap.
