The skin cannot be bought as its a legacy skin, it will also never come back due to the legacy rarity. It used to only cost 975 RP but again since it's a legacy from 2010, it no longer is purchasable in the shop and won't be anytime soon.
You can still have a chance to get it from hextech chests and rerolls but other than that, no.
