Summoner spell cooldowns and champion spell cooldowns are entirely separate. If you have 40% CDR, your Q spell might come off cooldown faster, but your flash and ghost will always be the same cooldown length. Therefore, if you get presence of the master it will reduce the cooldowns of ghost and flash only, not your Q or W or E or R. In this way, there's no hard summoner spell CDR cap because there's only 2 ways to get it: presence of the master and improved summoner spell masteries.
Yes masteries lower cooldowns of your QWER. There is another mastery that does reduce your summoner spell cooldowns.

There isn't a max dodge but there's diminishing returns which means it will never be possible to get 100% dodge.
You only get the effect of 1 ninja tabi because it has a UNIQUE passive.

Ninja Tabi + jax + dodge yellows would only equal about 33% dodge chance.
you'd still get the armor and dodge from having multiple ninja tabi's, but its totally not worth it.

I dodged an eve stun(that eve raged hard after she died) So I guess some spells can be dodged.

No spells can be dodged. The most likely thing that happened is you either somehow had a Banshee's Veil that you forgot about or her stealth just timed out - or perhaps she hit something else before she hit you.
She probably used an auto-attack to stun. Anything coming out of her stealth pops a stun.
