Are we allowed to say skill ideas here? I've been avoiding it, and then someone comes, says cute skills, and owns me. :c
Saying my opinion again... AP Melee DPS with slight caster characteristics, that is stronger in a teamfight situation. Closest ("sister"?) champion: Kayle.
Also, making him a support and anti-support champion would be sorta messy. I mean, isn't he already giving support by debuffing enemies and such? Anti-Support = Support. Say, Final Fantasy has Black and White magic if I remember correctly. But not all White spells are buffs and not all Black spells are nukes. You can still support the team with a black spell that debuffs your enemies, as so you can damage the enemy team with a white spell. While Support champions (in theory) are White Magic users, an Anti-Support would be a Black Magic user.
Take Zilean as a White Magic user, and this champion as a Black Magic user.

mm, I'd agree to the earlier mentioned ranged with AP-ratios (sounds like tristana ^^, even though she isn't played that way). A melee would also be possible, but probably much harder to balance when it comes to survivability.
Personally I'd even be able too see this char flourish as an offtank, under the right conditions, since the cc probably won't be too good, but debuffs can be very threatening.
If made a mage this guy sounds very similar to Singed (a mad alchemist), which we should avoid.

If we are talking backstory, I think I have somthing original. Have a summoner that was attempting to be a support mage of some kind. He/she sucks so badly that the spells always go wrong and have the opposite effect. So know he/she uses them on enemies. In keeping with the inverse theme, one of the skills could be something that causes enemies to heal with their attacks, damage with their buff, or move in the opposite direction of their clicks. Ohhhhh, it could also "confuse" them. Definition: Q becomes R or W or E randomly and they dont know it.

This is all good, but how long shall we discuss this anyway. You should probably include a estimate of how long we should stay on the subject. We then could stay on it longer if need be or less if need be.

I think that as an anti-support it should be a laner, what better use of the debuffs then when laning, not really much use to have an anti support that jungles (since he probably won't be that much of a ganker).
I think support would be surpisingly refreshing on an anti support.
At least in this case anti support means it debuffs opponents, but could also mean it robs buffs and places them on him/herself or his/her team.

How about this;
We're trying to make it a carry that isn't dependent on items, right? A carry that relies more on supportive skills to be beneficial to the team, while dealing some damage (just not heavily geared towards damage). This sounds a lot like nunu to me; nunu has 2 skills that aren't damaging (and one of his damage skills is a long cooldown channel spell), and he's melee. Therefore, to be of any use, he has to not only be in the middle of the fight for his ultimate (and it has to channel so a
Banshee's Veil is necessary), but he has to be tanky so that he can continue to use his utility spells and be beneficial to his team.
So, in a sense, let's force this champion to buy items that aren't 100% damage-oriented in order to keep this champion from being a dedicated carry.
