Armor Penetration scales throughout the game.
Armor Pentration lets you deal virtually true damage on jungle creeps for Junglers.

AD Quints just don't have the impact to be worth while.

WRONG.
Read my previous comment as to why.

AD quits can be good for laning champions whos damage comes from abilities. Their not horribad. ^^

Lol Searz, I want you to do the mathematical numbers on Poppy. I keep seeing people use Armor Pen Marks/Quits over Magic Marks even though all her abilities scale off magic damage. I mean even Trinity force procs with Devastating blow will do magic damage. Poppy doesn't rely on auto attacks to do damage yet I see all the high rated guides suggest it along with exhaust on mobafire, leaguecraft, and solomid. xD

Keep in mind that I only can compare damage. I can't compare other bonuses and the item cost the same way.

One word. Abilities.

All champions that have Abilities that are treated as physical damage (outnumber those without) are hardly ever 1:1.

Therefore, Armor Penetration has a more efficient and economic value. As it applies to all physical damage, as well as bonuses, and items, and auto-hits in general.

Your graphing resource doesn't mean anything when it comes to deciding: Use ArP or AD Quints. :P
It's just technical numbers that are technically accurate, making it good random funfacts. XP

Please dully note: If someone buys both, they can do w/e they want. XD

Two words; Crit builds. AD scales with crit and is thus a VERY good choice on crit builds because you get huge early damage and they still scale into lategame.
Also anyone with an AD ratio that deals magic damage have use of them (Corki).

AD quints are also incredible for junglers.

Dont get AD quits at all... as suggested here if you want a boost in damage via quits just get ArP ones... thiese are significantly better than AD or even AD/lvl ones.

I'd say AD Marks and ArP Quints would be somewhat optimal. Not sure, as I haven't tried out AD runes myself. (Only seen my friend pwn with them ^^)
Thinking about investing in some, since they aren't that expensive either.

Why is everyone just posting the first thing that comes to mind?
AD quints are great on crit builds. That's a fact.

AD marks are not very good(not bad tho). The quintessences on the other hand are great.
