I get PD on tristana mostly for the crit/move speed. That's basically my only AS item, however. Stark's isn't necessary at all; most of the reason other carry champs get it is for the lifesteal and AS. Tristana should be getting her lifesteal from a bloodthirster.

Following this reasoning, we could also say : Tristana excels in building on-hit effects because of her awesome AS steroid...
That being said, someone mentionned it is situationnal, and I feel he's right. By midgame, you can be able to remove 100 mana per second. Champions such as Rammus never lack mana because they have just the right pool in order to make a good fight. Kite him a bit with Wit's End and he will clearly lack mana if they engage. This is only one example among many.
