What Searz said is correct, although it is also noteworthy to point out that it also procs on active item effects that deal damage like DFG or Gunblade.
Spell vamp also does not trigger on DoT unless its a DoT in a fixed area, in which case I believe it either triggers for full or has a reduced return. I'm not too sure on the specifics.

Although now that I read it, it seems to imply that spell vamp works with Singed's poison, and I was under the impression that this wasn't the case.

Well, Singed regens loads just by using his ult and Strength of Spirit. He can also get a FoN to further increase his regen and get that lovely boost to his MS.
Spell vamp just isn't a viable choice on Singed. I haven't tried it yet tho, so I can't be 100% sure.
