Yes. Because his old Q was too strong in terms of damage. A problem early on with mana has also been addressed so he's overall more viable.

Good god, they made xin more effective vs multiple enemies. Not adressing the real problem with him, his 1v1 and even 1v2 roflstomping. This will just make it harder to kill him. Hate this patch.

Q - Sure it's cooldown got reduced so you can use it more often, but they also lowered the amount of Gold given out for minion kills, which with the shorter cooldown, was what I was going to treat Parrrrley as: a Gold hog.
R - Sure it has a constant slow now instead of on-hit effects. But 25% at Level 3, being less than half of what it used to be, won't make much of a difference unless the enemy is dead smack in the middle with no escapes/flash.
I was discussing with my friend about this, feeling that the old Gangplank was inconsistent: either he would romp face with a good bit of luck, or would be useless with a good bit of unluck. This change to him makes him more consistent, to where he won't fail or succeed as hard, but it doesn't make him any better, nor makes me want to play him any more than usual.
