Maxing Charge first doesn't do much.
The different between 20% and 40% isn't significant because at all ranks, the slow lasts 1.7seconds according to the database.
TTS however, increases your damage from 15 to 75.
That's like an extra Pick Axe or BF sword for the duration of the hits.

What does Q level up improve?
-Damage (45)
The winner is obvious...
Think of TTS as a "Your next hit will deal x extra damage".
With TTS it's 45, and if you level up your E, you still get an extra 40 damage in your burst, only 5 damage less in your overall burst than TTS.

I believe this is a very viable argument. I've used it aswell. Since the slow time is same at all lvls (kinda low), the slow percentage is maybe not that important.
