Why?
Q gives +45 extra damage total per rank for TOTAL BURST.
E gives more slow, CDR, and +40 extra damage per rank for TOTAL BURST.
You're only missing out on 5 damage in your total burst if you max E first, but in return, you get much more slow (20%-40% (100% increase)) and the CDR is also very valuable if for some reason you need to use it twice to chase down someone.
Q gives you 45 more damage, E gives you 40 more damage, with more utility to go along with it.
Q at max rank is 75*3, which is 225 extra damage.
E at max rank is 230 which is 230 extra damage.
Your usual burst is E > Q, (w not really needed to be added in, and R is controlled variable, same whether you max Q or E.
Scenario 1 (Q maxed with 100 AD):
-70 damage (E)
- 525 (Q: (75+100)*3)
-Total damage in E Q combo = 595
Scenario 2 (E maxed with 100 AD):
-230 damage (E)
-345 (Q: (15+100)*3)
-Total damage in E Q combo = 575
Not to mention that the extra slow will actually allow you to be able to get the 3 hits off, since 100 AD is early-mid game, and you won't/might not have that much AS to dish out those 3 strikes before the enemy gets away, so extra slow is crucial for letting the three hits actually go off. If you max E, even if they ghost, you can probably get the 3 hits off.
TL;DR Q doesn't give that much more damage at all, E gives much better overall stats.
