What People Look For In a Guide
Some things I've noticed to be viable reasons:
1: A lot of games is actually won early game. If you have a superior early game, the whole game will be over before late game even starts = the advantage og "Celerity" is not utilized.
2: About 3% more CDr is not much. 13 levels you'll have more CDr with "Focus", and after that, you'll barely notice the 3% increase - and the 3% increase is first when you ding lvl 18.
3: Some scaling runes are actually better that flat ones after lvl 6. As far as I can remember, the MR/5 scaling runes beats the flat ones at lvl 7. Therefore these are prefered almost every time.
This is just my opinion about scaling/flat runes - I'm no pro. And to make it clear in the end: I prefer flat CDr runes almost every time (don't even know which ones to use scaling in actually).
:)

One of the biggest reasons.

Nope, they break even at lvl10. MR glyphs and MR/lvl glyphs are both great runes.
HP/lvl seals on the other hand are usually better than the flat HP seals as they break even as early as level 5.

Sounds reasonable then, although most of the games a I play (the good ones at least, when my team doesn't stomp or get stumped) go into 50+ mins.
Although I understand the idea that with a better early game you have a better late game.

What I ment was of course Mana Regen runes xD - dunno why I somehow mixed Magic Resist and Mana Regen. I'm not good with all those abbreviations :p
EDIT: Excatly what I ment was that Greater Seal of Clarity is better than Greater Seal of Replenishment when you ding lvl 7. Clarity > Replenishment imo.

Consider also that the bonus from scaling CDR blues is somewhat mitigated by the fact that it's so easy to get CDR items, blue buff, and blue pot late-game.
An addition to my #2 which I forgot to mention :)

I think it's the other way around most of the time. Mana during the early laning is AWESOME. At level 7 that mana-reg just isn't as needed on most champions. Most champions buy mana-reg items anyway.

Yeah, you're probably right. However, a large amount of guides in here is prefering Clarity - but I guess it is, again, personal preference :D

Early game forms the foundation for late game.
Win the early game, better chance you win the late game. :3
Seal of Replenishment is more useful then Seal of Clarity now it seems.
Potency's better then Force for many champions too.
Only seal I think is worth the scaling is Vitality.

Honest question, I don't claim that the glyphs of celerity are better, but why do people always say the glyphs of focus are better? I mean I understand that flat cdr allows you to have a better early game(possibly) but shouldn't you be more worried about late game.
Anyways, discuss.
