I can harass all the time and stay in lane until lvl 8.

But yeah i recommend R>Q>E>W because the extra range from the E and the extra speed allows you to counterjungle if the enemy gets low enough, also this build is ALL about chasing/running around Q'ing everyone to -50% and then being TrainWick. Bob always puts E in front of W and it works out nicely. By the time you push towers you'll already have a level in your W anyway; shouldn't really push your lane that hard untill you're confident enough you can survive stuff (sunfire+boots/lvl 11+).
After getting Sunfire, boots and either aegis or frozen heart it might also be a good idea to start building a madreds bloodrazor. Helps in matches you have a hard time carrying with battlewick :)
edit: To people saying Spirit Visage is a valid option... Well it is, if other team has 3 AP and 1 AD you should definitly consider SV, the cdr, mage resist and health boost makes it a good item:)
E-Edit: I'm sure the ArPen runes are a mistake?:p Magic pen will give you so much more:)
