Lag issues?

Hey, dunno if this is in the right spot, but I just moved to a new apartment, and am having all kinds of lag issues on LoL. I am not at all tech savvy, so I was thinking maybe you guys could help. It may just be that my comcast service isnt strong enough. I am hardwired in through an ethernet straight to my modem. From running a speed test online it said my Ping is 13 ms, my download speed is around 7 mbps, and my upload speed is about 1.25 mbps. Is this just too slow to run LoL? When i play games, it runs smoothly, but every 2-3 minutes i get about a 10-15 second spike where I can't control anything, like totally lagged out. It makes the game pretty unplayable. If its not just a too-slow internet connection, could you tell me some things I should check out about how to make the game faster? Thanks!

The speed is fine (I think), first thing you should do when playing LoL, shut down all other programs that use internet, especially Msn (downloading programs like I mesh, can have their download capacity turned down so they use less of your internet connection). Of course I understand you'll need Teamspeak.
What I do as well but which can be a bit frustrating is when you're in-game go to options and set your video options to lower resolution, height and width, turn off shadows, etc. I've to do this because my video card is not working 100% correctly (and I can't fix it because it's a laptop), people who have slow videos cards will also have to do this.

You posted this on patch day, how is it now?
LoL has a P2P function in the client that shares your updated patch with others, this may be interfering with your 1.25 mbps upload which would explain the lag.

From personal experience.
Are you running Vista-ids? If not, just ignore this post then.
I had Vista and Playing WoW, LoL and Savage2 I would get the exact same thing. I went and got win7 and was fine right away.
Vista has the most annoying thing where it will drop your connection every minute on the minute, search for a better WI-FI connection. Yes, even if you are not using wireless, it drops your internet connection 100%. Then comes back allowing to to catch up.

From personal experience (and a little help from riot, mostly me though, since I discovered what the problem was):
Double-click on the LoL launcher icon on your desktop (or just open the LoL Launcher) then click on the "Gears" icon near the minimize button (before you would press play). If your "Peer to Peer transfer" button is checked, please un-check this and save your changes.

You may also uninstall "Pando Media Booster" which could potentially stabilize your Internet performance.

Thanks for the responses guys. I'm running on windows 7, and have tried unchecking the P2P transfer thing, but still the same old lag story. Its a bummer, I just got the basic starter cable, didnt wanna fork out the extra cash per month just to play LoL, thought being hard wired in would be fine, but maybe its because im using my own modem which is kinda old. Dunno if that affects it or not. oh well, thanks anyway for the help, looks like LoL is a no go for me right now
