First explain what your allies need to do, then tell them to leave. If they don't then just write something like "aww.. what the hell?" and go back to the lane that was supposed to solo. "Now see what you've done?", etc. and tell them that you do not approve of their action.
If you are not level 30 then do not ask for help if you see this is a major problem, otherwise you should just lane instead. As a last resort you could report them for ruining most of your game by failing to execute such as simple task. get in -> get out, no biggie. A warning however, do not loose your temper and whine in the chat. This will only make matters worse and you will lose focus and probably miss a lot of last hits, kills and even die or fail to save an ally if you feel like being vindicated.

I had a few a bit ago..
A Morde kept stealing my Wraith camp, and a Malz stole my Wraith camp XP at the start, since I had a Wraith camp start.
Both were annoying. Extremely.
What annoyed me further is in the one where I had some of my Wraith XP stole, top desperately needed a gank and I needed to be 4 to gank to get Mocking Shout (I was Trynd at the time)...
It annoyed me when I couldn't give them one for a delayed period of time...

Obviously though, ponies are win.
Especially Rainbow Dash.

Warwick doesn't need a leash first of all and second try a new route. Double Golems,Wraiths ect.. or even steal the enemy teams blue buff. You can't really go wrong with Warwick as a jungler.

You get less ****-ups then.
As I said, WW doesn't need a leash... but most players still go to golem to protect and do a few hits...
