I prefer him as a pure tank. But as far as Gp5 
Heart of Gold is an easy choice for him (upgrade to Randuin's Omen). Force of Nature + Randuin's Omen themselves make for a hard to kill tank. And they make his Golden Aegis very formidable. Even sthough it is on a long cooldown the only time you should really be using it is during team fights (which makes it stronger) or to stop a runner. And as far as the gold I never have really had a problem building my core items with him. But that is probably because I use Wriggle's Lantern early and sell it to upgrade if the game goes past my 6th item.

Why do you have to choose between those options? Combining the amount of gold from a couple of GP5 + farming like a boss is pretty decent. Of course I'm not high ELO, and I go a lot of solo queue, but to me it seems great. HoG/Philo Stone pays itself off after 12-13 min if you sell, and in the meanwhile you'll have had a decent early game advantage. Imo xD

HoG is all a tank Jarvan needs. Tanky DPS and DPS Jarvans get the Phil Stone as well so they can spam their skills more often. I use Wriggle's to farm, buy an HoG, then build my first two tank items (base on need of course). Usually it is FoN but there have been times I have needed to buy Randuins first.
Even without a dps build jarvan as a pure tank can dish out some fine damage while outlasting most everyone else. The 3 "dps" items I use in my tank build are Wriggle's Lantern + Frozen Mallet (after I have some mitigation) + Atma's Impaler. All 3 help me tank as well as increase my dps. Hard to argue with that imo.

I think that Jarvan needs a philo stone in the start, because this item gives me what he needs ( hp/5 and mana/5 regen).Then i usually rush for 1 or 2 hogs,beacuse they can give me a good boost in gold and health and they are quite cheap.My first big item is usually randuins or fon.And sometimes when i see hat i take plenty of kills i grab a sword of the occult which gives me a huge dmg boost and combined with atmas and trinity makes jarvan very hard to kill and a damage beast.
