Unfortunately, this is why he's being nerfed. Apparently EU players found out before the US players how OP rumble could be.
Hopefully it's just a small nerf though, he doesn't seem that OP to me.

he is survivable, it is hella fun to harass people's *******s with your nonstop Q, and the ult is so fun to place down in teamfights :3
plus trying to stay in the yellow zone, and overheat when you want, plus he has no mana, so fun :D
