You're forgetting something important here. Even though the Atmog's combo is deadly, it is hard to get. It costs almost 5k and while building warmog's, it leaves you quite useless, damage-wise.
UNLESS:
You farm like a boss, independent of your attack damage/speed (Yi, Sivir, Mundo, Nasus, Olaf)
OR
Your damage output grows with your health pool, through skills (Shen and Olaf, indirectly).
When you take into consideration that pushing is undesirable during early/mid game, it follows the Atmog's combination is best for Olaf. You could use it on Shen and have great damage output, but Shen isn't the best of carries.
I've seen a lot of people having success with Atmog's, but only because the other team was playing poorly.

dont think anyone said they use warmogs on jax. but you are right atmas is nice on him though i sometimes get rylais for the slow instead and atmas after (rylais gives you a ****load of health.
Cbandicoot kind of summed it up... atmogs is hard to farm up. so if you struggle for farming and need to make a comeback atmogs ist a good choice. if you do okay i think its not that hard to get. i think its pretty damn good for some champs and quite poor on others. on most its situational.
also you can just buy a belt first then finish atmas then go for the rest of warmogs again as cbandicoot said.

Warmogs on Jax is the most cost effective health item in the game, (besides perhaps Aegis) not just for Jax. 4 Gunblades on Jax cost about the same as 1 Warmog's. And if your really going to say 'but you get so much damage!' then i'll show you a build where in stats you get the same damage and better defensive stats. Atmog's is good on any udyr because with it and FoN (Or Wit's End/Hexdrinker if you only have a couple of MD skills against you) you hit the optimum amount of armor and defense you want and you can start building more damage or health. I'm pretty sure at some point someone else already said this but i'll continue. Udyr is very durable with just warmogs, because you have a shield that can also shield from both MD and PD as does health. Yes MR and Armor will greatly increase the amount of damage your shield can take, but stacking armor/mr is a lot less useful then stacking SOME armor/mr and then getting MORE Health. Udyr still dishes out great damage early/mid game with phoenix/tiger (Phoenix requires you to get the proc to do ****loads of damage, which can be relatively hard early without some AS) and therefore can get a Warmog's early and still do some great damage. However trying to get one and then the other is a pretty bad ideal. I would honestly never do that unless I had like 5k gold to just spend for no reason. Early/Mid game a Giants Belt and Chain Vest will help you more then JUST Warmog's or JUST Atma's.

what searz said. as already mentioned he gets tons of health already, the atmas being the icing on the cake.
as for why i don't like atmogs on jungle mundo, jungling barely gets any farm. it would take ages to get that much money and farm it up.

Jarvan is one of the infamous atmogs users - 1 philo stone, boots, 4 hog. Sell philo, buy atma's. Sell hog, get warmogs. Sell hog, get TF. Sell hog, get resistances.
Also, I usually only go atmogs trundle when I'm doing poorly - buying trinity force after boots, wriggles, and a hog is usually the best thing to do when doing well. However, when I'm dying too much, I'll build 2 or 3 hogs and then an atma's to get some damage while being much tankier.

Why is it not at least viable on Nasus? Is it just because there's better alternatives, or what?
It's kinda easy to farm the +450HP and +XX HP/5; it gives you some crit chance for insane crits on Q; and it gives you overall more damage ofc.
Nasus doesn't really need it with his Ultimate, because of that "real" Tank Items are better on him.
