Nice overall ideas, but the passive slightly confuses me. Does she have morale instead of mana? If not, what is the "morale meter?"
Also, if your E is just doing damage, most people wont use it that often seeing she's obviously not a damage dealer. I suggest you give it another effect so people want to use it more because it fits her role better.

I like the idea, but she doesn't have much to let her initiate. she gets the movement speed boost, but that's not enough to run into enemy lines and target a carry. you should make it so that the shield bash stuns and the W does something else, but then again you're getting really close to jarvan territory if you're doing that.
The reason I gave her the Shield bash is to not make her OP. Can't have it all, and it's realy just there to be able to rise the Morale meter. Only

It rises when you use a spell, and sinks if you stay idle for too long. And yes, no mana, her spells are free. The higher the Morale, the more damage bonus to surrounding friendly champs.

ah I see that makes more sense, although then her Q is a little counter intuitive since it immobilizes her and prevents her from casting spells.
Also you might want to scale your sig down a little more.

I have not thought about numbers, just champion spells and looks.
So here goes:
Robin is a heavily armored woman with a long Javelin as her weapon. She is an elite troop from Demacia.
Incredibky deadly if matched with a AD champion.
Passive:
Morale: When Robin casts a spell, her morale-meter rises, increasing her and nearby friendly champions attack damage.
Impale (Q):
Robin impales champions in front of her, dealing damage and stunning them.
Robin cannot take any action for the shortest duration of the stun.
This will be your crowd controll spell, similar to Jarvans "poke" ability just shorter range, and it bring a stun along. She cannot move or cast spells untill one of the impaled champions are freed from the stun.
Morale shout (W):
Robin rises nearby friendly champions morale, increasing their movement and attack speed.
Robin is a support/tank, and this spell will let her bost her teammates even more together with her passive.
Shield Bash (E)
Robin smashes her shield into nearby enemy champions dealing magic damage.
Damage spell, benefits from ability power. Hits in a cone right in front of her.
Guardian (R):
Passive: Robin takes reduced damage for each champion in vicinity.
Active: Robin goes inta a defensive stance, making her immune to critical strikes as well as increasing her resistances.
The damage reduction from her passive shall increase by percentages. Thus making Robin a sturdy tank, be it vs 1 or 5 enemies.
My first thought about her is that she may be OP, but again, she got no numbers yet, so it should be possible to make her balanced with giving her low base stats, as well as short duration spells.
So let me know what you guys think. Opinions on current spells and new ideas are welcome. I also want to know what you think is reasonable numbers for the different spells.
