RoA is AMAZING on Singed.
The best LoL stats I've ever had were in a Singed game. I went something like 15-0-20 (I don't remember the specifics, and that was before I had a screenshot program).
I had a WotA that game (which I know is not core on Singed, so no yelling at me for that) and that plus the frozen heart/RoA literally made me unkillable.

You don't need extra damage on attack with lich bane...you don't need AS...you don't need CDR...and manamune is just bad...and you don't need AD, you need AP.
