This should give you reason for my choices without auto-matically downvoting it. Just because this build may not match the one you made/use doesnt mean it should be downvoted.
Give it a try before you vote.
When im top or bottom i avoid hawkshot till after my ultimate so i can maximize my laning dominence x2 frost, x3 volley x1 enchanted, after that i will start alternating between Frost and Hawk when Volley is unavailable.
The Cooldown Glyphs are there because they are the only ones i really use in most builds, true they arent that useful on Ashe but until i can think of others to replace them i've added them to the build.
Come back later and look the build up when its 100% complete.
Volley starts at a 20sec cooldown, 5% won't help at all. At rank 5, Volley's CD is 4 seconds. Clearly, 5% doesn't have much of a significant impact.
You also choose not to get a single point in Hawkshot.
The passive allows Ashe to farm more efficiently, and the active is what makes Ashe one of the most viable carries in the game with regular map awareness applications only rivaled by Twitch with his scouting capacities.
The neglect of Hawkshot is a huge oversight of Ashe in my opinion. -1
