I'm not sure what you mean, the spell shield does come up very quickly. Maybe you're just not reacting quick enough. I mean mos spell shields have a slight delay, but it's mostly negligible if you're paying attention to the enemy champs' casting animations.
Yea, you need to predict when they are going to cast, usually you can see some movements...
but if it is a SERIOUSLY long delay, might be your ping.

Meh... if there is a delay its pretty negligible, I play Sivir quite often and can hit 95% of the spell shields I throw up...
The ones I miss are the ones that the enemy has baited out of me cause they know how clutch I get with my E button.

anyway, another question - if i use Ricochet, do all the hits activate 'on hit' effects or only the first? for example if i take Madred's Bloodrazor will it do the 4% damage on all the jumps too? or smaller percent, or maybe no effect at all?
and one last question - on items like Stark's Fervor who's considered an ally? is the effect works on me too? and on minions/summons?

The thing about stark's and all other aura items is that any aura also applies the same aura effect to you. For example Will of the Ancients, You get the Spell Vamp and 80 Ability power. About Spell Shield, it is a very tricky spell to master, but when you do it is awesome.
