Read up on the specifics at the LoL wikia. Until then just trust people who have done it.

No, it will ignore 30% of the armor. That is, it penetrates 33(.333) armor.

Only hero you can go below 0 with is Corki pretty mutch imposible with any one ealse -.-

Well corki is 50 Armor reduction
Nasus is 40
Karthus is 35
It all depends on your target tbh. And it is quite hard to get this full stack on corki and it will last only 0.5 sec anyway and gets easily resetted.
