I dont think that any member from "users" pool would get the Mod. It was made from Vets coz they have nearly the same abilities, and Matt can accualy check who is doing what on the site, and for example might promote some1 that contributes alot to the site/forums/database and such. And that is why usualy it is member->vet->mod. At least it looked like this for those 3 mods that we have atm.
The title thing was an idea for like achievements style as far as i know (correct me Matt if i am wrong) It is there for some time already but it is WIP since there is alot of more urgent stuff that Matt is taking care of atm.
And i think this was moved on the vet forums as well as suggesting "titles" and how you would achieve them.
