Maybe get them if you intend to start with a ruby crystal which I don't recommend because you can't get pots which are still way better and doran's shield is better because of armor.
They aren't bad quints tho. Just, early you need more health and they don't give enough regen to surpass something like a regrowth pendant to philo stone, which does allow you to get potions.
With Careful play, there are only about 2 champions in the game that can Full->0 you if you don't bring a doran's item to lane.
The only ones i can think of are dps Renekton and Le Blanc.
Basically, if you have a farm lane, then Regrowth+HP/5 Quints makes you pretty much invincible with your 20 hp/5 at level 1.
That, combined with characters like Mordekaiser or some other sustainable character means that you can get an early Philo instead of a wriggles, and you can be much more agressive.
I still wouldn't do it against someone like Udyr or Akali top, but it's a good option against someone like Yorick or WW.

I'm not sure, having an extra 8 HP/5 may not make that much of a difference for too long. Sure it's really useful very early on like levels 1-4, but after that it wouldn't make much of a difference. Although I guess the same can be said for a lot of runes.
