as they said theres going to be 2 conventions its showed off at and then it will be available shortly thereafter. so, probably september or so.

Update:

Morello states they intend to implement rankings for Dominion in the future.

But this is more or lesss a "Soon(tm)" sort of "future" so don't expect to be working on Dominion ELO anytime soon.
It's still only being released as a casual game for the near-future of LoL.

at least I'll be able to beat Hotshot in Elo in this game mode soon~

looks fun, maybe they will start pumping **** out now that they have a reason to. with all the player base, and it being a recognized e-sport, along with all the recent press attention.
