The point of ELO is not to measure individual skill, it is there to measure your ability to win games.

+ Riot balance games by mixing good and bad players
+ Everyone starts with this 20 game Elo boost:
- If you have bad luck you will end up rly low despite your skills.(You can crawl back to the top, but
- Vice versa weak players can end up pretty high.
- Regarding "Elo hell": Weak players can be found everywhere but more focused at Elo below ~1,8k.
You´re talking about how it´s no problem if you have some leaver/afker cause it can happen to both sides?
Of course it can happen to both sides, but it´s definitely not your fault, but considering what´s mentioned above I´d say "Elo hell" becomes fact once your matches are decided not by skill but by the amount of weak/bad players in your and your opponents team.
"Elo hell" doesnt apply to every player. Also there are those how will just win their way to top ten.
But you´ll also meet ppl who keep loosing despite their skills.

If you wanna avoid this, abusing the system going duo on SOLOqueue (kinda annoys me) or, indeed play 5vs5 premade (the only way to adapt to Elo is to become "one" team)
And just to show you by way of illustration:
Taking HotshotGG for example. (I couldnt care less about ppl like him, never even watched one of his guide/vids etc just heard of him thx to some ppl/boards and so on. Since many many fanboys idolize ppl like him he seems to be a perfect example, though) <-- Just wanting to make that clear.
If HotshotGG looses a game in which every opponent is weaker than him... why is that?
And should he loose Elo therefore?

You don't understand.
ELO has ZERO relation to your individual skill at the game.
Your ELO represents your ability to win games.
It closely represents your ability to work with your team, pick the proper champions at champ select, and to follow any orders your "team captain" gives. (Usually in normals and solo queue, someone will be the guy giving orders. I don't mean the first pick, team captain.) But it's not a perfect reflection of this.
You say that matches aren't determined by skill, but is that not a given fact?
League of Legends is a team game, and you expect to win with your personal skill? That's silly.
Solo queue isn't about individual player skill in 1v1's.
Solo queue is about playing as a team, the only difference between solo queue and premades is your trust in the abilities of the individuals on your team.

When I'm feeling down about my bad ELO, I pretend I'm trying to get to 0 ELO, and laugh at all the dumb things my allies do because they're secretly helping me.
Of course I do try to win, and if I win I'm happy, but if I lose I just go huehuehue my secret plan is succeeding.
My current ELO is around 750... But 3 things that contribute to that are
A: I started playing ranked right as I hit level 30.
B: I don't usually play champions I'm really good at.
C: I'm not that good at LoL.
If you do the opposite of those three, you will be fairly successful, and if you follow my original advice, you probably won't rage that much. At least I haven't been raging nearly as much.

Maybe you didnt mean it like that (you even said it) but Elo represents NOTHING but how often you win or loss, HOW you do it is sth completly different.

What i said was that the thing ppl regarding as "Elo hell" is sth (likely to be an Elo range) in which ppl CAN have some tough luck winning a game thx to bad/weak players EVEN if they´re good at playing solo (early/laning) as well as in team (gankin/teamfights).
(your team skill isnt of matter if somebody decides to leave/go afk and you end up playing 4 vs 5 obviously loosing it most of the time, just for example)
Ofc you need to play as team in solo/premade. It´s tougher doing it in solo (Just missing sth like ts) but it´s feasible. But try playing team if somebody decides to leave/afk/flame/opposes to fight as team etc without having even a proper reason to do so.
I dont quite get you. You trying to force your proper image of gameplay on every player out there?
Like you said yourself: LoL is a team game.
So even if you play like some god, that doesnt mean your team will too. (I mentioned that HotshotGG example just in case)
Another example:
Gorgeous player (Master in teamplay) + good team = high Elo
Same player + bad team = low Elo
Eventually he will hit a breakpoint on both ends, but the latter not where he belongs.
If you´re talking about being good enough to raise the quality of your team, in terms of math:
You´re 1 and the other 4 are 0.5, the average isnt 1, ya know..

just went up from 1000 to 1200 in a week, my friend from around 900 to 1100, just make sure if u think u are good to take the ap carry and mid
