Their excuse was a guy called "Mark Dunnam" (Edit: Actually not, something like that though). He got shot since he had a gun, though he didn't fire at a police officer.
It's pretty clear now that these riots aren't because of that, but I guess that sparked it for some odd reason.

I'm no spokesman by any means but if someone pulls out a gun in a public area, do you neutralize them before they take action or do you wait until they take action in order to justify actions of your own?

This isn't America y'know, our police don't even carry guns except in special circumstances. From what I heard he was sat in the back of a taxi when he was shot. If it was up to me yes, I would wait until there was a clear threat to people's lives before shooting a man.
And yeah...there's quite a lot of people in our country who are somewhat thuggish. Seems they're taking this chance to go wild.
