I'd think Talon will come into play during/after the stealth re-work...Like I predicted awhile ago, said something like:
"Well when they do this stealth re-work they'll probabaly release some new champ to exploit the changes" something like that.....I'd assume he is stealth too but hey Rogues don't need stealth it just helps them get in position to yell "SUPRISE BUTTSEX!!!!!!"

Riot hates stealth junglers.
That's why Evelynn's passive doesn't work on neutrals anymore. Shaco doesn't get any buffs mainly because he can jungle. At best, Riot will tolerate long-term stealthers roaming. But not jungling.

I meant, the person I quoted only buys junglers. I like jungling and do it almost exclusively. Hence, the person I quoted is being a jungle thief.
