A: Earlier WoTA, Or don't incorporate it until later. It's the best early game item for Vlad.

Void staff mitigates (100-40= 60) Of their MR, while Abyssal Scepter only mitigates (100-20=80) of their MR. Multiplicatives apply before Additives in the game btw, so remember that. You want a good amount of % reduction before you start to get the actual numericals.
If you want the math behind all of my reasoning, you can check out the "Cooldown Reduction vs Magic Penetration" section on my guide. It explains it all in full detail there.
1. You should get sorc boots for early game spell pen before you get void staff, but starting with mercs, especially when you have your troll pool to escape CCs, isn't necessary. You can always sell your sorcs and get mercs once you buy your void staff.
2. WotA is a strong early game item, do NOT get it as your last item.
3. You get void AND abyssal, very unnecessary...abyssal reduces the effect of void as well.
4. You say he has a good late game in pros, and a bad late game in cons...what?
He is an AP carry, he has a great late game, that should be a PRO, take it completely out of cons.
5. Also, in cons you say how his skills can kill you, I'm pretty sure they can't directly, it will show you being OOM (skill shaded in light blue, and you can't cast it) if you are too low on health. But, they CAN reduce your HP so you are easier to kill, although you can heal right back up with your Q and spell vamp when you get it.

Hope I helped, I won't be voting right now, but if you make these changes, PM me and I will come back to check it out again ^^
Usually, I prefer taking Defensive Masteries over Utility Masteries. For Utility Masteries, you get EXP gain, reduced death timer, small CDR and reduced summoner spell as the only few useful masteries. In defensive, you get extra HP, increase AP ratios, various small increases in tankyness that helps early, as well as Tenacity to give you great overall tankyness :) Its my preference, but you may want to test it out too :D
Hope it helps :)
