While what you're saying isn't true Searz, I know the point you're making. It's very difficult. You essentially need a physical type with red buff to land a kill.
But ganking her and sending her home low HP can still accomplish the more important part of a gank, which is denial of HP and experience for a short while and lane control for your team mate.
Assuming she blows a lot of mana to survive the gank, she may not be able to stay in lane and vamp off of creeps afterward.

Nothing is ever 100%, but she's probably THE hardest champion in the game to gank.

Irelia atm is the tankiest char in the game early/mid game, she has great damage and does have a (relatively situational) dash. More importantly her passive is godly as **** with merc treads, she can stun/slow 1 person for a long time, and can regen if ganked. If you don't have huge burst on her, she can just dash/flash away come back and regen.
