Well I think RIOT likes to give the players enough time to change things around. I had a score of 3/7/0 in the first 10 minutes of a game, then we pretty much turned around and started to push hardcore and my score ended up as 11/9/5. So thats my 2 cents worth.

Um. No they shouldn't. It's their choice to surrender, thereby it's not "costing them the game". It's entirely up to them

But if a majority of the team doesn't think you were going to win, then they're going to lose anyway, probably.
Eliminating the option is not smart.
People will grief and feed to make it end faster.

I like having surrendering and ****, but if surrender, you shouldn't gain any IP. It's incredibly annoying when I routinely carry games with 1 person who is **** and win, even if the other team is fed and the rest of your team wants to surrender. In 3 v 3 it happens pretty much every game that I go top lane, get fed and bot lane feeds, 15 min and past I get spammed with surrender votes and end up winning the game after I pwn them >.>

That's the reason why it requires 4/5 people to vote yes. Let's face it, if four of the five people on your team think the game is completely lost with no chance of winning, it usually is.
The only exception being if you get placed with a four premade of trolls or get four idiots as teammates (which I guess isn't that rare, come to think of it).

I had to wait about 5 minutes before we could start a surrender vote. Getting bored and increasingly more pissed off.
So I got thinking... Why is the surrender timer set at 20mins anyway? Could you make it scale with how many people have left the game?
