There should be a leaver forgiveness if there are already 2 leavers, and it should register it as a surrender for you. If 2 people leave at start, you are doomed unless the other team is full of morons, but the matchmaking system supposedly puts you against people of similar skill level. You shouldn't have to suffer through 20 minutes of being down by 2.
I think they need to give you a draw if someone leaves the game.
If you surrender you'd still lose...but if you played through to the very end and still lost, you wouldn't pay for it.
It wouldn't effect anyone's ELO and the IP would be split equally between the two teams.

4 v 5 definitely isn't unreasonable, but it's annoying to have to go through the entire game with teammates who think you gonna get pwned. I mean, i've had 2 4 v 5's in the past day and still had a positive kdr...so yarr.
