Nah, Triforce is absolutely core on Riven. She procs it so often it's crazy amounts of damage with her Q, and gives her even more mobility. Gives her more damage then IE, even. I think it would be best to build her tanky dps, since I don't know her ratio's, someone with great utility through skills and items.
Triforce + Randy's + FoN + Atma's + FM/IE depending on whether you want pure damage or more tankiness.

No.
You don't need the slow to be permanent. A chance proc is more then enough. And Phantom dancer's crit and attack speed are negligible if you lose a slot that could be filled with an AD item.
Purchasing two items for specific stats that can be found on one item is highly inefficient end-game wise.
