Sounds like Brand with longer range
Although he doesn't seem to have Brands slightly broken passive that makes him a lot stronger than he first seens (which is already strong)

Being able to rain death from above is hilariously enjoyable. He'll probably be a top pick in Dominion. Sit in a brush 1 wall away from a capture point, and bomb them to hell and back. :D
Agreed, sounds like someone who can chill near the mid turret and control the lane from afar. At the cost of being unable to avoid retaliation. Damn my over active imagination thinking it was something more complex. I'm excited for him though.
I suspect the siege mode does not affect his auto-attack range; that's probably how they'll keep him from being too zone-powerful like Orianna or Caitlyn.
So, in mobile form, he can last-hit better and re-position. In siege mode, it's all about the damage output.
