Veigar is capable of killing squishies within 1 combo anytime and while its nice to have the ability to 1 shot tanks as well, it doesnt always go that way and if you fail to kill these targets with 1 combo, you´re left vurnerable.
I had a nice game yesterday, where the other team had a Veigar and he pretty much owned us hard.
I was playing Singed and even when I got my FoN, he still managed to kill me very quickly.
However as the game proceeded and we came into lategeme, I was just too nimble and tanky for him, he couldnt really stop me, and I also had enough dmg with RoA and Rylais and Abyssal to bring him to very low HP once I got him, which wasnt a problem either.
So Veigar scales into lategame like few others, but still he becomes very weak against those who manage to get close to him.
I just like your idea, I will do this everytime from now on to see how good it can be.
2) You want to be an offtank DPS? Play a Rumble. Play a Javan. You know why they're good at being tanky DPS and Veigar isn't? Because first off, they have much higher natural health. Second, they have a skill that grants them tankyness. Sure you can build tanky on any champion on make them a tank, but there are champions much better suited to be an actual tank.
3) You want to be a tanky stunbot? Play an Udyr. His job in a teamfight is to just get inside their team and stun/whack the hell out of everyone. And Udyr serves as a much better stunbot because his cooldown is 6 seconds and has a reliable on-click stun. Oh, and he also has naturally high health and a tanky skill.
4) Veigar's job in a team fight is to do either one of two things: Destroy their initiator, or get behind and destroy the carries. You shouldn't have to worry about dying because you should either be in the back or be going around. If you're really in a situation in a teamfight where you're being targeted, get a Zhonya's.
The point is, there are champions much better suited to the role you're giving Veigar right now.
Also, you should NEVER target an Irelia because she WILL have Merc Treads to stack with her passive. You'll never land your combo she'll just bladesurge on your face and you'll be dead.
Veigar's usefulness in team fights often does not extend much past his initial combo. Therefore, survivability is irrelevant. Veigar builds need to focus on his damage output.
