Depends on what you're building. Crit damage is pointless without crit chance.

Depends with who you play. I'm guessing that you either play 2 of the main crit champions :
If you play tryn : Crit chace are for a better early game
Crit damage are for a better late game
If you play Gangplank : Pick crit chance, period IMO. Crit damage isn't great on GP. Unlike Tryn, GP relies heavily on getting a crit, especially early/mid game, so crit chance are better. Nad, unlik tryn, he doesn't get Crit Chance from his passive.

In my opinion your guide isn't good answer for this question, If my memory doesn' fall me down, Heat'n Serve's Theorycrafting-guide would answer on this question. (in Leaguecraft)
That's a fact that chance-runes are better but armor pen-runes are even better than chance-runes. But sometimes facts won't tell whole truth. Getting IE and crit-dmg runes may be okay if you have enough crit chance from your other items.
In ranked games i try to use modern strategies, I have played for example Annie-support a year before it came famous.
