An Offtank may have the capability on anti carrying, Olaf certainly does, but this is not always the case.
You're wrong. You've said this before, you say it again, I have no doubt you will continue to say it, but you're 100% wrong, and it's obvious. An Offtank does not = an anti carry. And offtank = almost a full tank, and nothing more.

Honestly, I'd like to see some small QoL changes for him.
Mana is holding him back IMO and making all of his skills use HP would make it easier for him to reach his max strength faster. I'd like to see some buffs to his jungle although he needs the farm that toplane gives and I can see why Duff runs him there.
@Duff: How would giving his ult percentage reduced be a nerf to tanky Olaf? It makes you tankier in general.

Not if you're so tanky in your items that the damage you're receiving is low, and a flat damage reduction is superior at that point.
I don't know how many times Lugi has seen my Olaf but I believe I ran him once against Xiaoli's Corki and Lugi was in that game I think.
Corki beat Olaf early, nothing could be done but as the lane went on, Olaf gets strong and I took it back. I told our jungler not to gank top lane early, and so I got 0 ganks, and their team ganked me 3 times. At the end of lane phase, CS was even and I had 2/2/2 record, but the momentum had swung in my favor, Corki had nearly double my CS at one point.
Corki vrs Olaf is advantage Corki in lane, but, Olaf is reaaally strong now so it worked out in the end because I just played safe and smart early and fought harder later when I had the advantage. It's not because they played badly, it's because Olaf is strong and I played him well. He really doesn't need any buffs, I think Olaf might be more on the side of over powered right now if anything.

I dunno if other Olafs beat Galio, but my Olaf beats Galio.
Took me a few games to figure out how though.
