Are you all serious? Kennen, he literally looks like a ninja and he even has displayed aura that says This unit is a flippin' ninja or something like that. Also, he trows Shurikens. Nuff' said?

He's also loud and obnoxious and clearly not stealthy like a ninja. He's about as much of a ninja as Naruto is.

Check the champs list, you'll find 2.
Theres not a best ninja, they are totally different, and the answer depends on the person too. Akali is the best ninja imo, but Shen is a good tank and Kennen is a great pick to stun the others.
