I happen to prefer AP glyphs, but CDR will work well also.
I added a list of other possible rune choices and put both CDR and MR (for you JEFFY) as glyph choices.

I realize Doran's shield is not a normal start, but without armor seals Soraka starts with around 10 armor. I have tried other starting items and found this one gives you the best early game survivability.
Also I've found out that games usually end when I've finished my shureliyas and maybe BV/randuins so the rest of the item build is more or less irrelevant. The 5th item (you should never get 6th item) is usually for more survivability/some aura which helps team more than couple of hundred hp out of a heal.
I dislike building ap on soraka because the ap would benefit you the most early/mid game when single heals/armor buff could save your carry from a 3-man gank, but due to your inability to farm you can't afford enough ap early enough to be effective. Late game a little more heal won't save your carry from a stunlock so buffing all of your allies/debuffing enemy just offers more in teamfights.
Not going to downvote 'cause it isn't entirely bad idea and can work in solo queue where you can't rely on your carry to not be ******ed, but when duoing or playing with all premade team ap is just too expensive to be viable.
I've done very well with flat armor seals, as infuse + charms/philo keeps me high enough of mana. Seals give me enough armor to start with more "regular" item set, which is regrowth + pot in solo queue and 2 charms + ward + pot in duo queue.
I like the mana regen seals because they allow me to use infuse offensively a little more.
But I've added a list of other rune choices and Armor seals are there.

I generally find that I don't get too far in my builds either, unless I am doing fairly well.
I include a 6th item because everyone on the team should be warding their respective lanes.

It's not an inability to farm, it's a choice not to. Starcall is amazing for farming (not that I would know XD).
Until they make an Aura tenacity item....nothing will, but at least I can try to give them a fighting chance of getting away. XD
