Hmm...I don't own Shyvana, but I know at least that her Twin Bite is melee-ish range while her Flame Breath is ranged. I think that the best option is to decide whether or not you can close the gap.
So my best guess is that it's dependent on your laning situation and when teamfights start.

well... Twin Bite only gets 5% of your AD each ttime it's lvld up, and cd is redced by 1 per lvl.
Flame Breath does a decent nuke but on a huge cooldown. They both don't seem to be great spells, yet for jungling at least I'd lvl Twin Bite as it's more effective

I get Twin Bite, but I also like to get Sheen on her, so that's why. At rank 5, it doubles her AA damage, and then it adds the sheen bonus on top. Flame Breath gets better as twin breath gets better, since the armor reduction really only helps her AA.

I feel that Shyvana is an amazing jungler. Maxing Burnout first is essential, and getting Twin Bite up to max next is vital too. It makes jungling sooo much easier. I've never really had much use for Flame Breath unless in dragon form for farming a minion wave. Maxing Burnout and Twin Bite first are the key. This is how I reach lvl 4 before solo lanes and get a successful gank in.
Dont forget, that Shyva is one hell of a synergie-*****.
Imo Burnout first is right dont matter what you build.
But after that it simple depends on what you use to do your dmg.
AD = Twin Bite; AP = Flame Breath
Ofc some AS is your basic obligation.
Simple as that.

Imo AP isnt viable as dmg source, since sole dmg will be done by Ulti/Flame Breath.
And your passiv only gives you 0.09dmg/1AP on every autohit on debuffed targets.
But even while on tanky/AD a big chunk of your dmg will be magical, so try to exchange Arpen for Mpen.

Maxing Burnout first has produced the best results so far. You need that movement speed, and the AoE damage is very very good for your DPS.
But, which should be maxed out next? Twin Bite or Flame Breath?
Maybe raise them in tandem?
Could use some other opinions on this.
